Did you opt in to the Muni Agg energy program in 2021 that the Village of Philo participates in? There is still time; current program expires in December 2023. Ameren tariff rates have been substantially higher (12.8 cents per kWh) than the contracted rates with Homefield Energy. (5 cents per kWH).
